After the polls closed at 10pm, ballot boxes were transported to Steam, where the counting team was waiting.
A council spokesperson said results would be announced ward by ward as soon as they were known.
There are 57 seats on the council, 20 of which were up for contention, as was the post of Wiltshire and Swindon Police and Crime Commissioner.
Swindon Link will have a running tally of results throughout the day.
The council has announced that the turnout for the borough elections was 31 percent, down on last year's 35 percent.
